How we count

  • New EPCs for existing homes lodged each month, and how many were rated C or better. New builds are left out.
  • These are new certificates, not upgrades: a home already at C that's being sold or re-let also counts. Tracking homes that moved up to C needs before and after for the same home; that's coming next.
  • "Still below C" uses all EPCs lodged in the last 10 years, the ones that can still be valid. The colours for new EPCs are per 1,000 certificates on record, so big and small councils compare fairly.
  • Councils with fewer than 30 new EPCs in a month show grey for the share.
